Europe felt a moment of respite on Monday, as the crisis caused by the announcement of a new 28-point plan for resolving the conflict appeared – temporarily – to have been stabilised. A senior US official spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Moscow made its countermove: a renewed assault of aerial bombardment on Kyiv.
The Rhythm of Peace Talks and Military Action
The succession of conflicting incidents captured the bleak nature of the current period. By day, political struggles are conducted: optimistic declarations are issued from multiple capitals. Immense energy is expended on containing specific proposals. By night, Moscow brutally reminds the world that, for them, military action persists as the key method for achieving "resolution".
After-Dark Attacks
As Russia's attack progressed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is equipped to monitor projectile deployments from across the border, a ability enabled by up-to-date information. From observation points, Ukrainian air force fighter jets that had been scrambled to counter approaching guided weapons flew past – advanced fighter aircraft provided to Ukraine by European allies.
Moments later, Kyiv's air-defence systems activated: several firings fired to intercept a Russian ballistic missile. This was a advanced protection mechanism at work, presumably supplied through partner states. Every firing shakes the surroundings, causing tremors. The brief panic quickly becomes resigned acknowledgment: perhaps the approaching threat won't cause damage this time, protecting urban areas from devastation and additional electricity failures.
Continuous Dangers
Not long after, a large-caliber weapon engaged a drone close by, part of a mobile-fire group – most likely Western-made equipment. Sadly, the projectiles didn't strike the hostile drone – it continued its flight toward its destination.
Periodically, this persisted until dawn. Kyiv greeted the morning news: several casualties, destruction and utility failures in many homes as a result of the night's assault. As customarily, everyone still went about their day – experiencing conflict. But those entire period illustrated Ukraine's vital need on external assistance – a need that European nations are demonstrably unable to substitute in the near term.
Ineffective Peace Efforts
The detailed framework from US administration provoked deep reactions, controversy and deep concern – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.
Every new proposal from Washington adheres to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with allied governments, effectively counters. They stabilise the situation but never actually win the battle. This pattern will, undoubtedly, persist.
Tactical Assessments
It is easy to blame certain parties of repeatedly advocating Russian terms. But that does not seem to be the whole story. American leadership functions according to a assumption well known to seasoned negotiators: you cannot achieve through diplomacy what you have lost on the battlefield. The US administration assumes that it is unfeasible to compel Moscow to relinquish the areas that it currently occupies in Ukraine's occupied territories.
The problem is that while accepting these circumstances, Washington does little to prevent Kremlin actions, through words or deeds, from thinking that the status quo will not shift further in its advantage in the near future.
Opposing Positions
Therefore, the Kremlin is confident that time is on his side – that Ukraine and its supporters are coming close to fatigue. Their reason to agree to terms that does not give them the largest achievable advantage is close to zero. There may be multiple initiatives to end hostilities, but they will persist as long as Russia's leadership remains highly assured in the result.
On the contrary, Kyiv believes that Ukraine can still persist, slowly losing people and territory but avoiding a total frontline collapse until circumstances change in its favour.
Existing Situation
Realistically, there are no genuine requirements for a ceasefire. Now, individual motivations are becoming relevant: political desires to broker a ceasefire and secure international recognition, and Ukrainian leadership's dual difficulties – on one hand, not to alienate a key ally, and on the other, to unite the population around the national cause against any plan Kyiv finds unsuitable, so that their attention does not move to internal issues. And although their objective will now be significantly challenging after recent developments, it remains highly unlikely that this will change their overall approach.
These conflicting dynamics are guiding negotiations.
Summary and Prospects
It took a mere seven days to eliminate the proposed articles of the latest plan. Aggressive and erratic handling of the matter by American leadership, pushback by Ukraine and the remaining European nations, along with pacifying measures of negotiators, and finally, recent disclosures, all served their function.
While new plans based on previous concepts are forthcoming, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and reflect particular unwillingness to alter the situation, if they remain united and strengthen their defence capabilities at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the predictable period, primarily depend on ongoing international assistance.
